Here's another take on this subject, also from a Washington State
resident. Seems that the regulations appear in a variety of places.

says (under 'What to Register") that any boat or other water vessel
that is operated on federal waters, regardless of length or
horsepower, must be registered.
That seems to me to be pretty definitive. Maybe I don't understand
the meaning of Federal Waters?
