- Few of us will go to Singapore on our own bottoms.
- The notice applied to yachts not licensed ("registered"
in US speak) as pleasure craft - so you are most likely
talking about 100' plus charter yachts.
As Mike pointed out - residents (on even pleasure boats)
have been doing this for abut two years now.

The Singapore Maritime and Port Authority (MPA) issued a
circular
advising that, from 1 July, owners of visiting yachts
intending to
cruise in port waters must apply for a cruising permit and
must be
equipped with either AIS or HARTS. Port Marine Circular
No. 03 of
2007 (6/6/07).
