NE 8th Street Crosswalk Project Update
The City of Bellevue Transportation Department is currently designing a project to improve the safety of people walking and rolling at two locations along NE 8th Street at the cross streets of 95th Avenue NE and 98th Avenue NE. The project will feature installing a new median that will replace the existing eastbound left-turn pocket on NE 8th St., install new pedestrian flashing beacons at existing crosswalks along NE 8th St. at 95th Ave. NE and 98th Ave. NE, upgrade curb ramps to improve accessibility and comply with the Americans with Disabilities Act (ADA), install a new crosswalk median at NE 8th St. and 98th Ave. NE, upgrade existing sidewalk on the south side of NE 8th St. just west of 98th Ave. NE.  Click here to learn more / NE 8th Street Crosswalk Upgradeshttps://bellevuewa.gov/city-government/departments/transportation/projects/neighborhood-projects/ne-8th-street-crosswalk-upgrades

The Landscape Committee focuses on the maintenance and enhancement of all Vuecrest common areas. We partner with our vendor Northwest Gardener (NWG) to identify the necessary maintenance of our entrances, esplanade, right of ways, irrigation and lights systems.
In the February board meeting, the landscape committee presented six projects for consideration by the Vuecrest Board of Directors. A few examples of the projects included the clean-up of shrubs and trees on one of our right-of-way trails,  the removal of hedges which block driver views when exiting on Park to NE8th as well as a major clean-up of the western edge of the neighborhood on 92nd AVE between 8th and 10th. These projects would be funded via our Reserve Funds if approved by the Board. These proposals are currently pending.
On February 4th, we had a single motor vehicle crash at NE8th and Park into our first esplanade. Unfortunately, there was extensive damage to the landscaped areas. The team has worked with NWG to estimate the cost of replacing the shrubs and plantings. The landscape team will present the bid to the Board of Directors at the next meeting in March.
Later this spring, the Landscape Committee will request funding for seasonal color on the esplanade. We were so pleased to hear how much you enjoyed the plantings last year.

REMINDER - No Extended Street Parking in Bellevue or Vuecrest Community
Be sure to park your vehicles off the street and into your garage and driveways!  The City of Bellevue does not allow vehicles to be parked on our streets longer than 24 hours (Bellevue Municipal Code 11.23.020) and parking over 24 hours is prohibited.  Except for authorized time limit zones (BCC 11.23.022), no person may park or re-park a vehicle on either side of a public street within the same block for a period exceeding 24 consecutive hours. A vehicle shall be deemed to be parked in violation of this section unless the vehicle is moved to a different block every 24 hours. For purposes of this section, a block is defined as the stretch of roadway between the two closest public street intersections on either end of the stretch. For cases where a roadway ends, a block is defined as the stretch of roadway between the end of the roadway and the closest public street intersection. (Ord. 6686 § 1, 2022; Ord. 6383 § 1, 2017; Ord. 4611 § 6, 1993.)

Since the Vuecrest Fine and Enforcement Policy became effective in June 2024, the Board developed a process to help engage neighbors, track and bring potential issues/violations to resolution via an updated Good Neighbor Compliance committee approach.

Trash/Recycle/Yard waste tote etiquette
Here's a few reminders regarding trash/recycle/yard waste tote etiquette in the Vuecrest community;

  • Totes should be put out the day before collection and then pulled back in the day after collection
  • Totes should be stored on your property in a place not visible from the street
  • Place totes at or nearest the end of your driveway for collection only
  • Secure all bin lids in the down position, especially the garbage bin to ensure lids are down and garbage is contained and helps keep birds and other critters from making a mess before collection
  • Ask a neighbor to put your totes out or bring them in if you are planning to be out of town
  • Never leave totes out on the street for an extended period of time
  • Promptly clean-up any trash or other debris that may have occurred near your property during collection day

In this issue, we want to emphasize the availability of resources you may use in ensuring personal and home safety, in monitoring incidents of concern in our City, and in methods to promptly report incidents affecting you and your neighbors.  Within this article, you will find links to web-based applications that you can use in this regard.  But most importantly, never forget that police jurisdictions actually encourage the use of 911.  Even if it is a non-emergency, you may dial 911 and let the operator know you would like to report a non-emergency, that may require police attention.  And of course, if there is an immediate threat, intrusion or concern for you, your family member, or a neighbor, or even a pedestrian's well-being, the first thing to do is dial 911! (No link required).
The City of Bellevue has a robust website offering information and resources at your disposal.  For information related to incidents that the police have responded to, you may use the following link / click herehttps://bpd-data.bellevuewa.gov/pages/incidents-dashboard
This represents the Bellevue Police Department (BPD) Incidents dashboard, including a map of reported incidents including the type of incident, average timeframes to response to incidents, etc.  A review of the incident cite map may help you understand how long (or short) the time it takes for BPD to respond, and what types of incidents are happening within our city.
For general news about what is happening in our city, including updates on nearby real estate development, downtown issues, and outlaying issues and developments, you could load the MyBellevue app on your handheld device available in the App Store and Google Play (some Android devices not compatible).  Through this app, you can easily report issues in the moment, attach a photo and use GPS to locate issues, track reported issues, quickly access city news, events and jobs, and easily connect with the city's social media. This project is of concern due to the probable impacts of: first, construction activities causing traffic delays and workers parking in our neighborhood; second, more cut-through traffic as residents to our west want to avoid congestion on NE 8th Street; third and eventually, a significant influx of pedestrian and vehicular traffic in Vuecrest associated with 3500+ additional residents just across 100th.  Now is our opportunity to present a unified voice to the city of our concerns over this high-density residential development and its impacts on our community.

Vuecrest Safety committee is working on a strategy around the current concerns about dogs off-leash.  The City of Bellevue has adopted in full with a few exceptions the King County ordinance around animal care and nuisance issues, so we plan to notify all homeowners of Vuecrest regarding this City ordinance and remedies in the next few weeks.  Please be patient on this while we develop this communication.
We will begin to include all pertinent web-based links on safety matters in the next issue of Safety Matters (April).  Meanwhile, please continue to contact your safety committee with any questions or concerns.
