Low Income Housing Project

Counselors:

A builder is asking city to provide a letter stating that the city will issue building permits for a project.  Project is not close to building permit stage.  Builder says city can qualify the letter to extent necessary, but says the letter is required for certain funding.

  1. Any other city received request of this nature who could share some insight on this request?
  2. Any potential traps?  For example, is there any requirement under low income housing laws that require "approval" or "consent" of a city?  I would not want a letter such as requested to be claimed to be approval of the city to the project under some statute or rule of which city is not aware.
