That is the all the time position, the weight of the boat and motor hold it
away from the transom. I've been out in 15' following seas in the stream
but never in anthing that broke over my stern, I'm not crossing oceans and
don't have a schedule so it's almost always fair weather and tide when I
cruise. The dingy was hung the same way on my previous boat for 22 years
before this boat.
By the way those brackets are made of 1/2" stainless, pretty tough. You
could make a standoff to hold in position or after the water is drained
from the engine lay it cushioned against the transom if liked to carry it
that way, which I tried once and never needed to again. The weight of the
dink helps for a quick launch.
