HB 1564, attached, would be a big help. Thanks to Neil for attaching it.
My personal view has been that the Governor's declarations and orders
carry with it the inherent authority to suspend and modify statutory and
other requirements. See also 35 Pa.C.S. section 7501(d). But do we really
want to spend the next two years litigating that issue? Rhetorical
question. The legislation is most welcome.

Given that this opinion was issued prior to Governor Wolf?s directive at
the end of last week to close all non-life sustaining businesses, has
anyone seen anything different on this which enables a Zoning Hearing Board
to delay hearings? Construction, unless it is an emergency, is not to be
going on, and the particular municipal office that this relates to, except
for essential staff, is closed.
Also, how is anyone dealing with building permits?
