The confusion comes from terminology. Most states use the same stickers for both state registered vessels (which gets you stickers and numbers) and federally documented vessels (which just gets you stickers showing that you visited the taxman)
Many people both confuse the two.
Also, as Pascal noted, no state that I am aware of recognizes T/T for tenders on documented vessels. However, Vermont does for state registered vessels, if their dingy is properly marked and less than 10 hp. Proper marking includes putting the mother boats STATE registration number on the dinghy followed by a -1 (dash one).

I am not able to confirm your statement. You seem to be saying that a state
registered vessel with a tender does not have to register the tender
separately but a federally documented vessel does??
