It is my experience that varnish (and paint) will always fail at scarf
joints and hardware fastener locations.  Wood inherently "moves" as it
swells and shrinks with changes in humidity, let alone what we do to it when
we use the rub-rails/cap-rails for what they are designed. This movement
will always cause cracks, even if you coat everything with epoxy. Once
cracks develop, water finds its way under the varnish and it begins to lift.
The sun takes it's turn by baking it with UV light, further degrading the
finish.  Best solution -  repair/fill cracks as soon as they are discovered;
apply as many coats of varnish as you can handle; and have covers made for
whatever you can.
