COVID-19 Enforcement Efforts

Our council has been questioning whether we have been taking strong enough enforcement efforts to control the spread of COVID-19 in our community.  One council member asked what other cities are doing.  Below is a list of the things that we have done.  Would you let me know if you have come up with any strategies that are not on my list.

Emergency Order allowing city and university police the ability to enforce state and county public health orders.
Emergency Order requiring masks in public and places of public accommodation.
Emergency Orders targeted at collegiate group living facilities requiring them to stay at home, prohibiting visitors and requiring registration of residents.
Issuing 240 tickets for Nuisance Party and Failure to Adhere to Emergency Orders (as compared to 35 in 2019)
Cooperating with County Public Health on an order requiring all fraternities and sororities to develop and have approved a plan to reduce transmission.

You seem to have done quite a bit. Our city does not have a health
department so our county health department has taken the lead. They've done
a very good job and put in place a number of the things you've done. A team
composed of officials and leaders from the County, City, Indiana University
and our local hospital organization (IU Health) has worked very closely
together on everything so that local enforcement is all on the same page.
Indiana University took the lead on university-related issues and did a
superb job of controlling COVID for its operations, with regular testing of
staff, faculty and students, enforcement of the rules, and sanctioning of
fraternities/sororities and individual students who did not follow the
rules.

The Mayor of the City of Bloomington did do one additional thing, which was
to issue an executive order limiting private gatherings to 15 people within
the city limits. (Our governor and state had higher gathering size limits
already in place). We provided an exemption request process.
