How do you determine that a particular person is the "last person"?
Is it perhaps by time deadline?

Larry & Tom,
I knew a guy with the callsign WD8JUK, his having received that call upon
re-licensing
following a lapse in the hobby. But he really hated that call, and
eventually got his old
original call back: W8MNT. He has no current concerns about being a
lifetime president
of anything, having departed this vale of tears in late 2012. I really
miss him, too, for
his deep technical skills in both radio and in thermal imaging, and
for his
really great
sense of humor. I had the pleasure of working closely with him for ~3
years at ERIM
at Willow Run airport before circumstances took me elsewhere.

define late.

Now I'm getting confused. Several of my responses this morning
appeared in a strange place, but evidently were not actually sent

Anyhow, I believe I now have the picture, thanks to the responses

What would happen at MCL if a person stood up and said something
like "I wish to make a technical presentation here tonight."? Would
this be akin to the end of civilization as we know it?

Yeah, I know. Hermann never said how they did that. My guess is that
they had a start time and the last person to show up before the start
time had to lead the meeting. Short of time travel there probably isn't
another way.
I know with LWTG it's just assumed that Tom will be the last to arrive.
Anybody arriving after Tom is considered seriously late.
