Onan solenoid problem

Well isn't this fun?  Boating that is, sure keeps your skills sharp and all the time you have new opportunities to become even more diverse.  This time my problem is with my Onan MDJF 15 KW.  While I was ashore this afternoon figuring out how to rebuild the raw water pumps for this same gen-set (which I did accomplish) the wife calls me on the radio to inform me that the set had just stopped running.

I scurried back to the boat to find the generator dead.  Attempts to restart were met with frustration as it would fire and then immediately quit.  Naturally I assumed fuel first (I always assume fuel as the culpret) so I set about changing the fuel filters, which although they only had about 150 hours on them seemed the thing to do.  Nada, same problem.

An analysis of the problem found an answer when I held open the governor when I started the thing.  Bingo, ran like a champ, but let go the throttle and it would die.

To make a long story short, it is the stop solenoid.  But, troubleshooting the solenoid revealed that it is not receiving proper power.  Initially it is getting 6.8 volts when the start button is hit, but as soon as the start button is released it is getting no power.  First off I assume the solenoid should receive a full 12 volts and that the voltage should remain constant to the solenoid until the circuit is broken with the stop switch?

Unfortunately I do not have a service manual for this set, only an owner/operator and parts manuals so I don't know where to look for the problem.  Any experience here on the list.
