Safety Matters, Mike Wittman, Vuecrest Safety Committee Chair
Safety Committee recapped its activities during the Vuecrest Annual Meeting and bullet points may be found on the PowerPoint presentation in the minutes to the annual meeting.  We added another member to the safety committee in November - welcome Lea Sorgen, another valuable member of the Vuecrest Board!
As the committee looks forward to the new year, we are interested in engaging our community in safety matters of importance to you.  Please send us your issues, concerns and desires for improving the safety and security of this vibrant and desirable community!
Of note, the Vuecrest Board developed a Survey this year that provided valuable feedback. Topics in the survey that relate directly to safety include the following:
Do you feel safe and secure in Vuecrest?  While 68% of respondents said Yes, 32% said No.  Nearly 1/3 of respondents may not feel safe and secure, which seems concerning.  We'd like to hear from the 32% to understand what issues cause them to feel unsafe.
Interestingly, 80% responded that they are satisfied with police, fire and security response times in Vuecrest.
Are you concerned about package theft in Vuecrest?  More than half of respondents, 57% indicated they are concerned about theft.
On this point, there are a few proactive things you can do to prevent package theft:

  • In your absence, notify a neighbor and ask that they pick up a delivered package and hold it for you;
  • If ordering from Amazon consider one of their convenient locker or counter delivery locations. (Your author prefers the Whole Foods location, which is actively staffed and always very quick.  You may also make returns at this location);
  • Consider having deliveries made to your place of business or employment;
  • Place planters at your front door so small packages may be left behind them.  Less visible packages are less likely targets for theft!
    Are you concerned about car speeds in Vuecrest?  Nearly 70% of respondents said yes.  This summer we had two radar trailers in various locations for more than a month.  While the presence of the trailers seemed to have a calming effect on speeds, we plan to ask the city to complete a more comprehensive speed study in 2025, in which actual speed data will be gathered using pneumatic hoses which you often see at various locations in the city.  By having the actual data, we can begin a dialogue about how to more proactively manage vehicle speeds in the neighborhood.
    Are you concerned about cut-through traffic in Vuecrest?  Nearly two-thirds (66%) of respondents are concerned about cut-through traffic.  The committee suspects there is a correlation between cut-through traffic and excess speeds, but we also note that some vendors and delivery-vans appear to exceed posted speed limits.  We will continue to explore options to control cut-through traffic and speed in 2025.
    The following three questions relate directly to access:
    Should Vuecrest gate all three entrances to the neighborhood? Less than half, at 45% said Yes.
    Should Vuecrest permanently close the east entrance (at 100th Ave NE)? More than 1/3, or 39% said Yes, with the vast majority at 61% saying No.
    Should Vuecrest permanently close the west side entrance (at 92nd Ave NE)?  Only 20% said Yes, 80% saying No.
    Clearly the community at this point in time doesn't favor "gating off" the streets as a way to improve security and safety of our neighborhood and residents.
    Should Vuecrest consider installing cameras at all entrances? A high percentage of respondents, at 86%, said Yes - the community should consider installing cameras at all entrances.  The committee did look into this option earlier this year, concluding that the lack of direct interface between the camera system and the City Police Department was a deterrent to moving forward.  Considering the survey results, and the idea that the presence of cameras can provide some level of deterrence, we will further explore this option.
    Do you support higher annual assessment fees to improve Vuecrest? Seventy-four percent (74%) of respondents said they support higher annual assessments.  We believe safety clearly falls under the category of "improvement" in Vuecrest, but anything the committee undertakes would need to fall within the confines of the approved budget and available reserves.

REMINDER - No Extended Street Parking in Bellevue/Vuecrest
Let's get those vehicles off the street and into our garages and driveways!
The City of Bellevue does not allow vehicles to be parked on our streets longer than 24 hours (Bellevue Municipal Code 11.23.020) and parking over 24 hours is prohibited.  Except for authorized time limit zones (BCC 11.23.022), no person may park or re-park a vehicle on either side of a public street within the same block for a period exceeding 24 consecutive hours. A vehicle shall be deemed to be parked in violation of this section unless the vehicle is moved to a different block every 24 hours. For purposes of this section, a block is defined as the stretch of roadway between the two closest public street intersections on either end of the stretch. For cases where a roadway ends, a block is defined as the stretch of roadway between the end of the roadway and the closest public street intersection. (Ord. 6686 § 1, 2022; Ord. 6383 § 1, 2017; Ord. 4611 § 6, 1993.)

Trash/Recycle/Yard waste tote etiquette
Here's a few reminders regarding trash/recycle/yard waste tote etiquette in the Vuecrest community;

  • Totes should be put out the day before collection and then pulled back in the day after collection
  • Totes should be stored on your property in a place not visible from the street
  • Place totes at or nearest the end of your driveway for collection only
  • Secure all bin lids in the down position, especially the garbage bin to ensure lids are down and garbage is contained and helps keep birds and other critters from making a mess before collection
  • Ask a neighbor to put your totes out or bring them in if you are planning to be out of town
  • Never leave totes out on the street for an extended period of time
  • Promptly clean-up any trash or other debris that may have occurred near your property during collection day
