UTILITY REGULATION

To whom it may concern:

I am the lawyer for the Town of Bloomsburg.  UGI, a public utility wants to construct  a storage yard which does not involve the situation of a building.  UGI asserts that it does not have to comply with the Town zoning ordinance with regard to the storage area. The use is not a permitted use and the Zoning Officer advised UGI that it required a variance or special exception for the year  and does not have to comply with details such as fencing or signage.
Any ideas and thank you.
