Conversations began at the CLIR Board level in June 2021 around the HCA project to digitize collections in African countries. CLIR feels strongly about this because it's a question of social justice, equitable access and preservation of knowledge. As you recall, Ms. Phoenix serves as a member of the CLIR Board of Directors. Board Treasurer Tina Rollins and I have attended CLIR meetings on this project.
CLIR is proposing a new grant program to digitally preserve collections, promote history and scholarship while decolonizing knowledge spaces for Africa. This would be achieved by digitizing materials at organizations in Africa that are inaccessible or at risk of being lost forever. The initiative would draw inspiration from CLIR's large-scale grant programs, including Digitizing Hidden Special Collections and Archives.
The HCA would be led by African-based professionals and would directly support institutions and staff across the African continent to meet urgent preservation needs, close gaps in the historical record, and make records more accessible to users.
The proposed multi-year project would require extensive financial resources and a new level of fundraising for CLIR. The CLIR project team will coordinate pulling together the ideas, timelines, workflows, budgets, deliverables, and goals of a multi-year project. CLIR's Board Chair Buhle Mbambo Thata, CLIR President Chuck Henry and I are listed as PI's.
There has been discussion about project activities connecting HBCU library staff with library staff from African countries as well as international library exchanges.
