Normally with all-chain anchor rode in nice conditions - without much tide
range - a 3:1 is sufficient. In stronger winds and larger tidal range, 5:1
is recommended. In your reference to 7:1, this would be used with a little
chain and the bulk of nylon rode. The reason for less scope with all chain
is due to the weight of the chain and what is called the cantenary effect.

I happen to strongly disagree. There are reasons to anchor on 3:1 scope--
after properly setting an anchor, and this often requires even more than
7:1--these would include other boats on short scope in a crowed anchorage
and nearby obstructions. I also believe that the cantenary effect in storm
conditions is over emphasized. I have been in situations where the chain is
100% off the bottom and perfectly straight.
