CHARTER REVISIONS

Have any cities reviewed and revised their charters?  If so, would you please share:

  1. The process used to review and suggest revisions to the charter?  E.g., was a committee appointed?  Who was on the committee?  If not a committee, who conducted the review and suggested changes?
  2. What were the changes proposed?  What changes were approved?
  3. Any suggestions or insights from having gone through the process?

The City of Yukon appointed a Charter Review Committee, with representatives from each of the 4 wards and one at-large.  The committee met 3 times and proposed 6 changes to the Charter.  The Council passed resolutions on 5 of the proposed changes to be included on the General Election Ballot in November of 2024.  The changes proposed were for the following:

  1. Changing references from "councilman" to council member.
  2. Changing the term "freeholder" to City of Yukon resident"
  3. Added language regarding online codification and publication.
  4. Added language providing for addressing the authority, grounds, procedure, and effect of censure
  5. Eliminating election of councilman at large, adding language calling for the election of the Mayor at large, establishing terms, filing times, and election times.

The local County Election Board Secretary gave me guidance on the necessary wording for the Resolutions which were passed.
