"Fluffy" baby bird at feeders

I have a bird coming to my feeders that looks like a very young  juvenile.
It appears to be a House Finch, based on heavy striping on body, head  shape
and color, vague eye ring etc. I don't think it could be more than a
couple of weeks out of the nest. Compared to the other feeder birds it's quite
tame. Some kind of record for late nesting?

It looks to me as if it is a House Finch with the beginnings of the
bacterial eye disease that was so prevalent a few years ago, as the eye
appears slightly closed and swollen.  I remember some of those birds
fluffed up on the feeder.  I hope I'm wrong.

If the bird can be caught, it should be taken to a wildlife rehabilitator licensed to care for migratory birds for treatment...conjunctivitis can be treated.  Only problem is the birds are really hard to catch until they get very visually impaired.  Please respond via email if you need help finding a rehabilitator and I'll try to assist.
