Sounds like avian pox, which is contagious to other birds.  You might try
capturing the bird and getting it to a wildlife rehabilitator.

I've not heard about and I should be taking my feeders down and disinfecting

feeder poles shaking off water from the rain and preening itself.  My
husband said he thought he had seen it before.  We do have plenty of
chippies around here, so it is possible it is one of our "locals."
