A different style "insurance " is at your local Racor dealer.

They have a kit that installs between the tank top overflow  and the over
flow fitting that sticks thru the hull side.

There about $50 and quick to install.

Beats the simpler/cheaper  method of unhooking the vent line and having
the fuel vent into the bilge , for disposal overboard where the sheen
police aren't.

Fred,
At $50 a pop and 4 tanks It can be done cheaper.
For a surefire method to avoid  fuel spitting over the side from the vent
lines see our web page.  Click on pictures to see a picture of my " fuel
vent recovery system". The same thing can be done in plastic water pipe with
a few  T's and reducers. They are mounted in the eng room just above the top
of the tanks, one on each side. The design  allows fuel to  AUTOMATICALLY
drain to either tank with no human intervention and it is LEGAL.
I got tired of the sheen and fuel dribbling on the side of the boat  in
spite of how carefully I fueled.

I would think this would make for a smelly, not to mention, dangerous boat!
I sincerely hope no one actually does this.
