This is a follow-up to my earlier e-mail indicating that I am general counsel to the Montgomery County, Maryland Department of Environmental Protection (DEP). I neglected to mention that DEP contains multiple divisions, one of which is the Recycling and Resource Management Division, which has a separately assigned environmental lawyer from the County Attorney's Office who deals exclusively with solid waste issues, including those related to RCRA and CERCLA.
