One observation; though not on a 'small' printer.  We carried for several
years an integrated Epson printer/scanner.  But due to infrequent use we
found that when we wanted to print something it took upwards of half an ink
cartridge to 'clean' the heads so it would actually print w/o skipping...

We changed it out for a small laser printer.  Black-n-white with no scanner,
but does not seem to have the long term unused storage issue.

Perhaps a different ink-jet printer would work as well, one that replaces
the print head with the cartridge, as opposed to only the ink:  ala: HP and
Canon approach.  But even then we might end up tossing out an almost full
cartridge due to its clogged head?

We had the same inkjet problem...and same solution. Laser works after
sitting for months.  They are now cheap:

Hey, that is EXACTLY the same printer we picked up last winter!   Was rather
impressed at its low cost (though part of that is they short ya on the
amount of toner sent..), and the ease that it worked via WiFi.   Now we just
put the printer on my workbench, plug it into AC power,can print when we
need to, then put it away.
