I just went through the guvment web site to register for the decal to get
back into the US.
Let me tell you.....I have worked for the US Federal Guvment for 32 years,
and this web site is one of the worst guvment web sites I have seen. It is
completely NON-intuitive. I had to call the DHS to get help me through it.
They change the terminology for the user without any explanation and NEVER
mention the word "decal" that we are all looking for.

Here are some tips that I hope will help you
Go to
https://dtops.cbp.dhs.gov/

Before you can purchase the decal -

  1. first you have to register to be able to log into the site.
  2. next you have to create an account inside the web site after you log in.
  3. Then you have to click on your ACCOUNT NUMBER.
  4. Now you have to select MANAGE/CREATE ORDERS in the upper left (see how
they change the terminology - no mention of the word "decal"!!!)
  5. Now you select the blue button CREATE NEW ORDER
  6. Then select NEW USER FEE in the upper left
Once you get to this point you will see the information needed about your
boat. You will need your USCG documentation and hull #.
Be sure to check the box that says you understand about the delivery.
After all of this, THEN you have to go in and MAKE PAYMENT with a credit
    card.

I was told on the phone that standard process and delivery is about 4 weeks.
Print out the pages that show your order # and payment confirmation as
back-up in case your decal is not delivered in time.

Ralph: Thanks for your valuable input. We took a road trip to Key West Last year
with our passports, documentation etc to get our CBP decal and our Pin numbers etc. This was all for the Florida "local boater option" to clear back in from the Bahamas.l
Assume this is what your talking about for a :"Decal"  But we have to make an appointment online
and that was an exercise. You didnt have an account number and a dock neighbor told us to put five zero's or something in one of the fields... WEll once you slay the beast the "Renewal" is an easy process. We have a new CBP decal on the boat......We wrote the 800 telephone number on the back of our individual cards.
