Hello everyone,
I will not be able to call in because I will be attending our state's College Town Summit which is something which might be of interest to the group. The Illinois State Liquor Commission sponsors (and pays for) this annual event which brings together police officials, local prosecutors, university officials, liquor distributor representatives, community health prevention specialists, state officials and others to discuss liquor issues on college campuses and the surrounding communities.
This year the Town of Normal and Illinois State University (20,000 students, all in Normal, almost all undergraduate) are featured presenters because we managed to prevent a heavily advertised drinking party called "Fool's Fest" set for the weekend around April Fool's Day.
Things that happened that helped prevent this event were:
1. Bad weather. Cold rain put a damper on drinking. May be the only thing that really made a difference.
2. Police (ISU and local) met with persons who appeared to have started this idea on Facebook. Some backed off of being a "promoter" of the event. (I don't know how the police figured out who was a promoter.)
3. University banned all guests in the dorms that weekend. I think this was very helpful.
4. Got Budweiser to back out of being a sponsor. (Not sure if this was distributor or Budweiser itself. Also don't know how this happened.)
5. Got local, university, county and state police together with extra patrols and a response plan.
6. Set up mobile booking unit so anyone who might get arrested for minor violations could be booked and released quickly without the need to transport to the County jail.
7. University sent a letter home to all students' parents warning of the event.
8. Contacted larger student landlords about the event. Several hired extra security and warned tenants of zero tolerance regarding lease provisions. (Many local leases have provisions regarding number of guests/kegs that can be in a unit.)
9. Reminded all liquor license holders that the Mayor has authority to shut down all liquor establishments in the event of an emergency or riot. (Had an order and delivery method ready in case this needed to be utilized.)

Wayne,
Thanks for your timely email. We are struggling with an event held on April 20 to celebrate marijuana. In the past, Boulder had success in shutting down something called "Mall Crawl." One thing that seemed to work was to shut down the streets around the campus, backing up traffic and making it a real problem to get here. The challenge with the 4/20 event is that it occurs ate 4:20 p.m., so closing down the streets would lead to some really angry commuters. I will pass your thoughts on.
