Not opining on the legal underpinning or statutory authority here, but Narberth Borough has the only plastic bag / straw ordinance I am aware of.  It is attached, pulled from the borough's ecode site under "new laws" at https://www.ecode360.com/laws/NA0447 .

As to plastic bags, Narberth requires "commercial establishments" to charge at least 10 cents per bag, but the establishment keeps the money:

"Any Commercial Establishment that distributes a Single -Use Plastic Carry -Out Bag shall sell the bag for no less than ten cents ($ 0. 10) per bag. All monies
collected pursuant to this Chapter shall be retained by the Commercial Establishment."

As to straws, the ordinance prohibits "distribution" of plastic straws by "retail establishments," but allows more environmentally-friendly straws to be sold:

"The Distribution of Single -Use Plastic Straws by Retail Establishments within the Borough is prohibited."
...
"Nothing in this section shall be read to preclude Commercial Establishments from making Reusable Straws, Recyclable Paper Straws, or Compostable
Straws available for sale to customers."

Radnor Township now has a committee looking into similar ordinances as well:
