All right, last night was one-too-many all-round, flashing white lights
used as an anchor light. The rules, as well as those who write and
interpret them,courts included, mandate all-round white lights for an
anchor light. A vessel can show other lights, if they don't obscure the
white light, but a flashing white light is not a substitute for an anchor
light. Furthermore, a flashing white light in Inland Rules territory
indicates distress.
