To the contrary, all you need to do is to call AT&T Customer Care, inform
them that you were always in Washington, near the border, tell them where
in Washington (the San Juans), that you were not in Canada, and they will
credit you for the Roaming time billed through the Canadian switch.

I was on Orcas Island in mid-February, and sure enough the billing came
through as Canada (I've had this experience before!).  I called Customer
Care, and without any hassle, they credited the Roaming back to my account.

It does pay to be proactive on these things!

OTOH, on a beautiful day last summer, with just the right breeze for a comfortable beam reach, I was sailing from Toronto to Winston Harbour, NY. I had no cell phone coverage anywhere from 5 to 10 miles south of Canada. Nix, nothing, no roaming, nada!
Sure would have been nice to be able to make a call, roaming charges or not. So, in a way, count your blessings up there on the BC border - at least you are covered. I had to tie up my boat in Winston and find a pay-phone to make an urgent call home.
Yes, I know, the coast guard would have patched me through via VHF - for a not unsignificant price - but it wasn't that urgent ($$$) a call.    ;-)
