Emergency tiller

I have recently purchased an 1989 Albin 40 trawler with twin Lehman 135
engines.  I found what I presumed to be an emergency tiller extension on the
boat.  I thought it to be the tiller because it had a formed socket at one end
that seemed to fit the nut at the top of the rudder posts.  What I cannot
figure out is how it could be used since the one deck plate in the cockpit
deck, does not line up with either of the two rudder posts.  I also found a
wooden tiller arm that would fit the top of the post to allow steering if the
vertical extension pipe would be attachable to the top of the rudder post.
There is no documentation on the boat explaining this device or its
attachment, and I can only think that it was designed for a single engine
setup and won't work with twins.  Can anyone with this model boat shed light
on my dilemma?  Tks
