The Landscape Committee and our maintenance company NWG are busy working on fertilizing, top dressing grass areas, pruning, opening up the irrigation system and getting everything ready for Spring and into Summer. There's also more work planned at the main entrance to improve the sight lines as you look east and pull out on to NE 8th St. Many Vuecrest residents have noted this as a top safety concern as speeds on NE 8th have increased and it's hard to see cars coming when pulling out, so we are making some planting modifications in this area. Several small plantings have way overgrown the area will be removed to improve safety for both cars and walkers in this area. We'll add mulch to the area and eventual add plantings that stay lower to the ground level and look amazing.

REMINDER - No Extended Street Parking in Bellevue or Vuecrest Community
Be sure to park your vehicles off the street and into your garage and driveways! The City of Bellevue does not allow vehicles to be parked on our streets longer than 24 hours (Bellevue Municipal Code 11.23.020) and parking over 24 hours is prohibited. Except for authorized time limit zones (BCC 11.23.022), no person may park or re-park a vehicle on either side of a public street within the same block for a period exceeding 24 consecutive hours. A vehicle shall be deemed to be parked in violation of this section unless the vehicle is moved to a different block every 24 hours. For purposes of this section, a block is defined as the stretch of roadway between the two closest public street intersections on either end of the stretch. For cases where a roadway ends, a block is defined as the stretch of roadway between the end of the roadway and the closest public street intersection. (Ord. 6686 § 1, 2022; Ord. 6383 § 1, 2017; Ord. 4611 § 6, 1993.)

Good Neighbor and Compliance Committee, Chris Bodiford, Committee Chair goodneighbor@vuecrest.netmailto:goodneighbor@vuecrest.net Committee members: Tony Chen, Madhavi Yerramilli-Rao, Matt LaPine
The Good Neighbor Compliance (GNC) committee was reorganized to support the new Fine and Enforcement policy approved in May. Calls from neighbors for assistance communicating with other neighbors started being logged and tracked in July. Most cases are regarding violations of the protective restrictions spelled out in the Fences, Hedges section of the Vuecrest Protective Restrictions. Primarily, they involved protected views being blocked by trees and hedges and provides a smooth transition from property seller to the new owners.
The Committee handled 20 cases last year, resolving 15, and escalating five. Escalations can include fines until the violation is resolved.

Coyotes - They're so adorable. NOT! There have been two recent coyote attacks reported in Bellevue near Factoria and Norwood Village where a coyote either attempted to or actually bit a person. Authorities believe it was the same coyote in both instances. I have seen a coyote on several occasions wandering through Vuecrest and I assume that our wild bunny population makes Vuecrest a popular hunting ground for this natural prey of coyotes. Please do not attempt to interact with coyotes, and in particular do not feed them, or leave food out for them! "A Thorny Issue" - Courtesy of Barbara Cosgriff suggested the use of thorny plantings in creating a natural defense to unwanted (human) intruders. This is a tricky one, since Vuecrest places a high priority on the care and appearance of our landscaping, and these types of shrubs are a real trick to manage due to their thorns and spiky leaves, while most of us prefer not to have plants growing right next to the house. I have seen the use of both barberry and non-thorny hawthorn in use throughout the Northwest in various landscaping themes but mostly in perimeter settings.
About a year ago Vuecrest experienced a rash of mailbox break-ins, the timing of which some people associated with tax-filing season. Please promptly remove your waste bins each Friday evening following waste pick-up as the appearance of waste bins on the street represents a potential indication you are not at home, and they can become a traffic hazard following a windy night.

A really important part of living in Vuecrest is reviewing and approving all the exterior upgrade projects in our community.
We love Owners maintaining and upgrading their properties, but also want to be sure those exterior projects meet all Vuecrest Protective Restrictions and Building Guideline Policies, and approved before works begins to avoid any costly re-work. Here are just a few examples of popular projects that require review.
- Property redevelopment / addition or new house
- Shed (temporary, semi-temporary or permanent)
- Pool, pool equipment sheds
- New or replacing fences/gates
- Landscaping, re-landscaping, planting hedges or other significant plant(s)
- Exterior painting (includes house body, trim, gutters, entry doors, etc.)
- New roofing material
- Solar array installation (new or replacement)
- Driveways
- Outdoor kitchens
- Exterior structures, gazebos, green houses, etc.
- New exterior doors
- Installation of artificial turf
Vuecrest requires that all projects that require a permit, do so.

Trash/Recycle/Yard waste tote etiquette
Here's a few reminders regarding trash/recycle/yard waste tote etiquette in the Vuecrest community;
- Totes should be put out the day before collection and then pulled back in the day after collection
- Totes should be stored on your property in a place not visible from the street
- Place totes at or nearest the end of your driveway for collection only
- Secure all bin lids in the down position, especially the garbage bin to ensure lids are down and garbage is contained and helps keep birds and other critters from making a mess before collection
- Ask a neighbor to put your totes out or bring them in if you are planning to be out of town
- Never leave totes out on the street for an extended period of time
- Promptly clean-up any trash or other debris that may have occurred near your property during collection day

NE 8th Street Crosswalk Project Update
The City of Bellevue Transportation Department is currently designing a project to improve the safety of people walking and rolling at two locations along NE 8th Street at the cross streets of 95th Avenue NE and 98th Avenue NE. The project will feature installing a new median that will replace the existing eastbound left-turn pocket on NE 8th St., install new pedestrian flashing beacons at existing crosswalks along NE 8th St. at 95th Ave. NE and 98th Ave. NE, upgrade curb ramps to improve accessibility and comply with the Americans with Disabilities Act (ADA), install a new crosswalk median at NE 8th St. and 98th Ave. NE, upgrade existing sidewalk on the south side of NE 8th St. just west of 98th Ave. NE.
