I am trying to install collection space via the automated installer and i

The problem you're seeing may have to do with your system's "locale" setting.  For our Puppet installer to work, your system's locale may have to be UTF-8 based.  For example, our demo sites are running on Ubuntu 16 with the following "locale" value: "LANG=en_US.UTF-8".
