Keith: Zero Discharge in Clear Lake, Tx

To Keith:

I see in the Campbells 2005 Texas cruising guide, that Clear Lake has
been declared a "Zero Discharge Zone".  Do you know how this is being
enforced.  Can you shed a little light on this matter..

By the way, we were over you way for a few days several weeks ago, and
stopped by your boat, but as luck would
have it, you were nowehere to be seen..... Nice boat though!!!!

Nah, not that I'm aware of. You know that "no discharge zones" only apply to
Type I and II systems, e.g., Lectrasans. It's been illegal to dump untreated
waste for years within the three mile limit. "No discharge zones" only say
that it's illegal to discharge treated waste from those, which is silly,
since the effluent from a Lectrasan (and others) is cleaner than the
effluent from the municipal treatment facilities that you send your holding
tank contents to.

You know how rumors are though... I've heard everything from "you can't even
wash your boat" to " you must have a grey water holding tank". Nothing like
that is being even looked at, much less enforced on Clear Lake, Galveston
Bay or the region for all I've seen. BTW, "Clear Lake" was a name given by a
land developer long ago, trying to sell lots to folks up in the Northeast.
It's anything but "clear"! ;-)

Sorry I missed you guys... at least the boat was there!
