Well, I've tried it from a Windows 7 install here and still cannot get
it up using Firefox or IE so it must be some sort of regional
blocking. Windows troubleshooter under IE could not suggest an answer
for this but there again that's hardly surprising.
$ nslookup tf.nist.gov
Server: 127.0.0.1
Address: 127.0.0.1#53
Non-authoritative answer:
tf.nist.gov canonical name = tf.boulder.nist.gov.
tf.boulder.nist.gov canonical name = symp17.boulder.nist.gov.
Name: symp17.boulder.nist.gov
Address: 132.163.4.169
Seems to resolve fine but trying to ping it fails (still that is no
indication of a problem).
Starting Nmap 5.00 ( http://nmap.org ) at 2010-05-28 02:37 NZST
Interesting ports on symp17.boulder.nist.gov (132.163.4.169):
Not shown: 999 filtered ports
PORT STATE SERVICE
80/tcp open http
Nmap done: 1 IP address (1 host up) scanned in 11.22 seconds
Now this is interesting as I can see port 80 open so there must be
something blocking this in the server. And yes, by all means flame me
for nmap'ing a US government server if you like, I'm sure I'll be
extradited for trying to hack into the system and sent to prison for
25 years, but if it's out there in the public space it should be
secure enough for any form of 'attack'.
Cheers,
Steve

I can't seem to access that link, can anyone else?

Hmm. From here in Vancouver Canada, the name resolves to the same address,
pings fail, and the given URL gets me the web page.
Try using the top-level page address:
http://tf.nist.gov/phase/Properties/main.htm
(Looks like the whole set of pages is worth reading anyway).

I've just discovered that if I use Tor it works fine. Perhaps it does
not like New Zealand :(

Tried that, it still didn't work and I can't see any difference
between the embedded link and the message text anyway. Even the base
url, http://tf.nist.gov/, does not produce anything and just times
out.

The NZ Government has been debating calling it by the Maori name of
Poenamu (meaning greenstone, a form of jade, and found down here) but
you can imagine the fun that would be for addressing and foreigners
trying to pronounce it. The North and South Islands are the current
official names and that really fits with the simplicity of the whole
place, IE. some local place names in the country are Bridge, River,
Ford...
We don't care much for that whipper-snapper of a North Island as it
was just fished out of the sea by Maui using a jaw-bone as a fish
hook. I just wonder what strength of fishing line he must have used
for that feat :) Now I wonder what type of jaw-bone it was as there
were no indigenous animals, only birds, here and you wouldn't catch a
fly with the jaw-bone of the tuatara (a reptile only found here and
dates back to the dawn of the dinosaurs)... Perhaps it was the
jaw-bone of a Moriori but we better not go there.
On topic, time is very relaxed down here, the last time I checked it a
second was running about 50%'ish slow but no one here cares :)
