In the name of flexibility, states have been given more leeway in adding requirements to public benefits including healthcare, food supports, and income supports. Some states (e.g., KY, MS) have proposed tying âliteracyâ or âeducation levelâ to receipt of these benefits for some people. This can take the form of passing a âfinancial literacyâ course or achieving a certain score on a standardized reading assessment. While adult educators strongly believe in the power of improved literacy, we cannot sanction the demonstration of academic skill tied to access of basic human needs. Thanks, Silja, for sharing the earlier NCL strategic plan. A lot of thinking and effort went into it at the time. Carol, you asked a great question about how well NCL did with that earlier plan. As an "oldtimer" in NCL, I am attaching a more recent internal version that provides details through 2013 if anyone is curious. However, the plan was only intended to guide the NCL strategy through June 2014.
In a nutshell, the policy goals were met in part, the fundraising goals were not met (despite multiple efforts of the fundraising taskforce at the time), and the Caucus activities did not happen, with the exception of PIAAC factsheet development as legislative resources. Membership expanded a little, and a new website did happen. NCL history was organized and files combined so that the secretary and board would have easy access to them. Otherwise very little activity occurred toward meeting these goals.
The bottom line is, after five years, NCL has gone through a lot of change, in leadership, in member delegates, and in political environment. Hard to believe it has been that long! Some of the previous planning ideas may be useful as a reference in thinking of new options for longstanding challenges (what might work vs. what didn't). But overall it might be easiest to start from current needs and go from there in planning.

Thanks Silja. I am new to the group, and donât know how well we did with this plan. If anyone has the time go through it and comment on our progress, that would be helpful. That said, this is more of an organizational plan (which is good and needed), but the conversation that drove the creation of this working group was more content/issue focused, as I recall. Maybe we can take stock of where we are organizationally and discuss what 2 or 3 issues we want to concentrate on this year. Input on the agenda is welcome.
