As far as I know, if you've never entered the U.S. in the given boat before, you cannot use phone entry and must go to a U.S. Custom dock. If you are coming across the Juan de Fuca Strait, Port Townsend is probably your best bet. If you are coming through the gulf islands Friday Harbour, or from Vancouver maybe Point Roberts. I believe they will just sell you the decal there if you need it. Best bet is to just call them and find out their hours and any restrictions. Coming back to Canada will probably be easier for you as a Canadian resident. You just pull up to one of the Canada Customs designated points of entry and there's a phone on the dock to call and you'll be given instructions.
