Having gone thru this in 2005, I-68 is an immigration pre-clearance and allows
entry but there is still a requirement to report to US or Canadian
authorities.  It actually states that it allows 3 days in the country at a
time but this is if you are in a remote area with no reporting faciltity.  We
were able to clear US Customs & Immigration by telephone and on one occasion
by VHF.  I-68 has no bearing on boat size.  The US Customs decal is required
for boats 30' and over at cost of $25.  This can be applied for over internet
very easily.
