When I worked in the Palos Verdes Library District, all we could offer non-member patrons was access to our 15-minute computers as we did not have a type of card for internet use only--those were only available at our Main Library. Twenty years earlier we did have an internet-use-only card, but have since done away with it.
When I worked in Santa Monica Public Library, we created a class of card that lowered the requirements: No address verification needed; they were required to have a form of picture ID, but it could be expired, and we were generally flexible on what those ID types could be (though we refused homemade IDs or ID cards that were so old the photo no longer looked like the patron). We called it the LIMITED CARD (we do not advertise its existence), but it comes with privileges: 5 checkouts, full-card computer use (two hours), access to study rooms, workspace stations, and in-house laptops. Those patrons were not allowed to use our digital resources, like Libby. For patrons who had no form of identification of any kind, we have a 15-minute guest pass; due to demand, our policy was to give out one per day—though patrons found ways to game that rule.
At Commerce Public Library we do not now nor have we ever had internet-only cards. Patrons who are unable to get a full-use card, but still need to use a computer to access the internet can use our express stations (we have two at our Main Library). We have had a number of policies regarding the express stations. The first had the patron surrender their ID card at the Circulation Desk before the faux credentials were created; they got 15 minutes only. We ended up doing away with that policy since if they have ID, they can sign up for a card. Currently, we handle such requests at the Reference Desk; we create, at our discretion, faux credentials using EnvisionWare for the express stations.

At the Irwindale Public Library we hand out guest passes to those without a library card through PC Reservation by Envision Ware which prints out unique four-number codes. Our guests can then enjoy full computer privileges which are: one hour of computer time with the option to extended twice in 15 minute increments. And if they need more time, staff can extended their time through the PC Reservation system (as long as there are no other people waiting for computers.)

The circulation policy at the Long Beach Public Library is that patrons are able to sign up for a Computer Use Only library card that allows them up to 2 hours per day (max) for using the PACs at all neighborhood branches. The Billie Jean King Main branch allows computer use cards up to 4 hours per day, but only at this location, due to the high volume of patrons using the PACs.
Patrons are not required to provide ID to obtain a computer only library card. They are required to fill out an application, if they have never had an account with LBPL previously. Replacement cards are free to obtain should they misplace, or lose their original computer use only library card.
Juveniles under the age of 18 must have a parent/guardian fill out an application with their parent/guardian signature to obtain any type of library card, including a Computer Use Only card. For more information regarding different types of library cards LBPL offers, please click on the link below.
