9.9 to 15" in order to find out precisely how to do it:

Ah yes but Hondas in the 70's on the other hand were very easy to "up_grade"
as the camshaft was the ONLY difference between the 7.5 HP and 10.5 Hp
versions. They are a very easy motor to work on and ALL the parts except for
the camshaft and the cover decals were exactly the same part numbers.
Upgraded mine for use on my 24 ft sailboat, got better power without
overheating and used it for about 5 years after with great results - then I
got smart and sold it for "Penta" and an inside helm and cabin heater!!

Your newsgroup search seemed like such a good idea that I decided to do a
similar web search. I used "9.9 to 15" on Google and came up with the
following Johnson/Evinrude references:

If you are trying to increase your HP to 15hp simply switching a carb won't
do it without also switching the cylinder head as well. It would be way too
expensive to buy both items new(around 300 bucks or so). You should check
around at dealers, shops, and friends, etc. and try to locate a junk, blown
15 HP Johnson or Evinrude; both are same except for the paint. Remove the
carb and cylinder head and clean and rebuild the carb with a new kit; get a
new head gasket, and install em on your motor. You'll see quite a difference
in power.

1990 model. It was 11 years ago, but when I tried to do the "common"
conversion via carb swap only, it didn't work. Results were: raw fuel out
the exhaust, no significant power increase. After contemplating this for
several years, I have come to the conclusions: The exhaust tube for the 15hp
is different than the 10hp, the exhaust ports in the 15(exhaust housing
casting) may be different than the 10, the timing advance cam may be
different. There is absolutely no info regarding this in the service manual
or parts list except: I saw a different exhaust tube in a photo of something
unrelated in the service manual. Johnson went to the trouble of being sure
the necessary info was not available in their documents.
I also came across a couple of vague indications that nobody seems to know
specifically how to do the mod to either Mercury or Yamaha engines.
All things considered, it would seem that the conversion isn't worthwhile
under ordinary circumstances. The idea of switching ID stickers for tax
purposes will be left to the individual's sense of ethics and gamesmanship.

I've been following this thread with interest (something to take my mind off
my "Bahamian MT40" situation, I guess), mainly because I have a 1989
Evinrude 15 HP on my Zodiac. It came from the factory with 15 HP decals, and
the right parts to make it a real 15 HP version. :>)
I keep reading about folks who have changed the 15 HP ID stickers to 9.9 for
various (and according to Alex, perhaps cases of ungamemanship) reasons.
Where are you getting these old style stickers? Just the other day I went to
my local OMC dealer for a small part that had broken, and asked about new
decals for my 15. Since OMC went under, many parts for the older motors are
no longer available, the decal set being one of them. Anyone got a source
for them? I'm not interested in changing it to a "9.9", just want to pretty
it up a bit.

Novurania RIB. There's a guy in Seattle who only rebuilds 15hp OMCs from
that vintage: he does 4 or 5 of them every week for $600 with a 90 day
guarantee, all rebuilt, upgraded to electronic ignition, repainted, etc.
The only thing that's obviously "vintage" is the hood (the throttle grip
is also original), and he said that there are no mint ones available.
I'm pretty sure he said he could get stickers, but they were around
$150/set.
