You might take a look at the TICC manual. https://web.tapr.org/~n8ur/TICC_Manual.pdf It isn't a primer, but it's reasonably easy to read and you can probably reverse engineer enough to get a good idea of how some people use time-stamping. I use it backwards. I have a good PPS and use that to measure the reference frequency going in to the TICC. -- These are my opinions. I hate spam.
