I keep reading references to time stamping, but am only vaguely aware of
what this does and how it is done.
Is there a sort of "primer" on the subject?
You might take a look at the TICC manual.

It isn't a primer, but it's reasonably easy to read and you can probably
reverse engineer enough to get a good idea of how some people use
time-stamping.
I use it backwards. I have a good PPS and use that to measure the
reference frequency going in to the TICC.
