Landlord Tenant/Town Ordinance

Good morning,
My attorney has a town that is requesting two ordinances, 1) To enact an Ordinance stating any utility balances left by a tenant must be paid by the landlord in order to have additional services for any given property, and 2) To enact an Ordinance giving the town the authority to inspect rental properties prior to execution of any lease agreement to insure that the domicile is livable.  My question/s is if this is something that can be enacted by a town? Is this common practice? Or even something they can legally do?  Please advise at your convenience.   Thanks!
