Municipal Code Lien Enforcement Act

Good Morning All:

Has anyone drafted an ordinance to adopt the new Municipal Code Lien Enforcement Act (11 O.S. § 22-140https://www.oscn.net/applications/oscn/DeliverDocument.asp?CiteID=549112)? I’m starting to be asked to draft those for multiple clients so it can be effective on the effective date of the Act. It seems like the ordinance will be fairly simple, but one of the items listed in the statute that must be in the ordinance (see 11 O.S. https://www.oscn.net/applications/oscn/DeliverDocument.asp?CiteID=549120 § 22-140.4https://www.oscn.net/applications/oscn/DeliverDocument.asp?CiteID=549120) is for “The nature and extent of notices, support services, and referrals to be provided to the owners and occupants of owner-occupied properties.” I’m having trouble figuring out what that means or what it is looking for. I don’t see other references to that in the statute and owner-occupied properties are supposed to be specifically excluded from the provisions of the Act.

Any thoughts on what needs to be discussed to cover that specific item or example of drafted ordinances would be greatly appreciate. Thanks in advance for any help!
