Chuck and other university/college town lawyers:

Greetings to all.  Since 1990 I have had the pleasure of serving as the
law director of the city of Wooster (pop. 26,000), home of the College
of Wooster (student pop. 1,900).  Wooster is the county seat of Wayne
County, and is located in NE Ohio about 55 miles south of Cleveland.

For those not familiar with COW (as it is locally known), it is one of
the leading small colleges in the nation, having distinguished itself
with, among other achievements, its Senior IS program (ranked by U.S.
News & World Report as the number two senior capstone experience in the
nation, second only to Princeton University).  Equally important (to
some of us) is the basketball program.  If you check the stats, you'll
find that since the year 2000 Coach Steve Moore and the College of
Wooster Fighting Scots have enjoyed the best overall record of any
basketball team in America, regardless of division.

And like any college town, we continually strive to find the perfect
town/gown balance, while threading the needle on issues such as student
housing, student parking, underage drinking, and the effects upon the
city of the expansion of the campus.  A case in point: we are just
preparing to kick off a $10 million project to "streetscape" the main
north/south corridor from our downtown area to-and through-the campus.
The COW was a moving force behind this effort because its administration
saw the need to continually improve the campus esthetics in an effort to
remain competitive among institutions of higher learning.  In fact, the
COW contributed about one-third of the cost of the project.

I look forward to learning more about the experiences of others who have
dealt with these issues.

Dick,

My Dad is from Wooster.  He attended COW 1 year prior to going in the
Army in WWII and came to Texas in the early 1950s.  His relatives are
still in your area, and I have visited your beautiful city a few times.
The Leeper family reunion is held at Christmas Tree Run Park (?) every
August.

Folks here might be interested in Wooster's streetscape program.  Is
there any information you can share?
