Yep, Lock 10 on the Erie is definitely closed. See their notices to mariners:

I was the last boat thru that lock in early June when it also closed, it
was a total horror story there!
The dam adjacent to the lock is under construction and half of the
spillways are blocked by the temporary coffer dams, so the increased water
flow goes mostly over the spillways right next to the lock. That plus a
large contractor's barge blocking the lock entrance produces a deadly
combination.
I was forced to swing wide, directly into the strong current to clear the
barge and then turn back into the lock entrance in 2-3 foot waves driving
the boat directly into the concrete wall! There are never any waves on the
Erie, it was quite a shock, and had I not hammered the throttle, I would
have wrecked onto that barge. The lock was closed shortly after I came thru.
The barge is a major safety issue that the Canal Corp is ignoring and it
has been there causing extreme danger for at least the entire month of June
that I know of.
During heavy rainfall, Locks 8 thru 12 are subject to dangerous conditions
but Lock 10 is the worst due to the construction.
The good news, last week I bought diesel at Winter Harbor Marina in
Brewerton on the Erie, $ 2.73 a gallon.

Maybe this is why Governor Pataki has eliminated Canal fees this Summer?
