The builder is using Tuf-Flex on my upper decks.

It is a rubber compound that is spread out, leveled and then let cure. It
can even be used to fair very uneven decks. On the top layer, chopped
rubber granules are distributed on the top and they merge with the top
layer to give a non-skid, but easy on the feet surface. I've walked on it
bare feet in the hot Florida sun on a steel deck and found it to be very
comfortable and sure footed to walk on.
