Hi Everyone

Has anyone looked at the legality of municipalities changing their procurement practices to refuse to purchase products or services from American companies?  The premier of Ontario has asked all municipalities to do this.

I read this morning that Vaughan, Vancouver, Halifax and Winnipeg have all done so to varying degrees.  If you have any research or reports to council to share, I would greatly appreciate seeing them. happy to share our work when we are done.

In Halifax we have simply stated that we will follow Provincial direction (public procurement processes, including municipalities’, are set out in the province’s Public Procurement Act)  - It isn’t clear if the province intends to change public procurement rules or not at this point.

Hi Everyone,
Alberta’s premier just announced similar measures here. Her statement says she is directing change to procurement practices for the province, provincial agencies, school boards and municipalities to purchase from Alberta, CDA, and partners with whom we have a free-trade agreement that is being honoured.

It was interesting to see that the mayor of Barrie Ontario is relying on strong mayor powers to take immediate action.  Those powers are tied to matters related to housing and related infrastructure.  I would have thought areas like IT software and hardware would be where the bigger market for American companies would be.

It was interesting to see that the mayor of Barrie Ontario is relying on strong mayor powers to take immediate action. Those powers are tied to matters related to housing and related infrastructure. Hello everyone,
The motion that our Mayor plans to put forward today as a motion without notice is:

Mayor Frank
THAT Administration review procurement policies and practices to ensure that the County procures all required goods and services from sources that are Canadian, Albertan and from countries that Canada has a relationship or free trade agreement that is being honoured, and report to Council with options for any next steps by the end of April, 2025.

It is deliberately echoing the Premier’s words. I am hoping that we will hear more from the province over the coming days and weeks. In addition, reporting back will give us the opportunity to discuss any negative legal implications. I will let you know if it doesn’t pass, but I suspect that it will.

Will look forward to hearing from all of you as these things develop.

Hello everyone, The motion that our Mayor plans to put forward today as a motion without notice is: Mayor Frank THAT Administration review procurement policies and practices to ensure that the County procures all required goods and services from sources that are Canadian, Albertan and from countries that Canada has a relationship or free trade agreement that is being honoured, and report to Council with options for any next steps by the end of April, 2025. It is deliberately echoing the Premier’s words. I am hoping that we will hear more from the province over the coming days and weeks. In addition, reporting back will give us the opportunity to discuss any negative legal implications. I will let you know if it doesn’t pass, but I suspect that it will. Will look forward to hearing from all of you as these things develop. Has anyone looked at the legality of municipalities changing their procurement practices to refuse to purchase products or services from American companies?  The premier of Ontario has asked all municipalities to do this.

I read this morning that Vaughan, Vancouver, Halifax and Winnipeg have all done so to varying degrees.  If you have any research or reports to council to share, I would greatly appreciate seeing them. happy to share our work when we are done.
