Length at waterline

The swim step should only be included in the LWL, if it is flush with the
bottom of the hull.  The majority of swim steps are bolted on and hot flush or
continous with the bottom of the boat--and thus are not counted.

L W L is from the waterline at the bow, to the waterline at the transom.

L O D (on deck) is from the hull top at the bow, to the hull top at the
transom

LOA (over all)  is from the forethes point of the bow pulpit or railing to the
aft of the swim step or railing.
