As in the past, appropriate topics are those of reasonably broad interest and relevance. What problems have been encountered and resolved; what problems continue to torment you and your colleagues.

Our speakers have been both chief solicitors and their deputies, associates, etc.  The discussions will be informal, without any required written materials.

This is your chance to exchange ideas on the best practices and approaches that have worked elsewhere, and to find out what hasn’t!

As you know from an earlier email, we are planning a Solicitors Roundtable in conjunction with Municipal Leadership Summit, scheduled for October 10-13, 2024, at the Hilton Scranton and the Radisson Lackawanna Station in Scranton. This year’s Roundtable will be held on the second day of the Summit, Friday, October 11, beginning at 2:45 PM.

Our last session was held in 2019 and it is long past time to resume the opportunity to discuss issues of mutual concern.

At this point, we are seeking suggestions on topics.  Attached are materials related to earlier Roundtables, where we covered a wide range of topics. The Solicitor presentations in past sessions have been informal and the discussions, animated.  A good example of the potential topics we could cover this year has been suggested by Scranton’s Solicitor, Jessica Eskra: the rising cost and diminishing availability of section 1983 coverage.  The emphasis is on practical approaches to current problems and opportunities. We do not have outside speakers.  The Roundtables are conducted by solicitors for solicitors.

Please get back to me with topics you believe would be of interest.  Feel free to suggest topics we have treated in the past – some of these issues never go away.

Many thanks to those who were able to attend and participate! And thanks to our discussion leaders.  Our session lasted the better part of two hours and covered most of the 10 topics that had been identified pre-Summit:

  1. Hybrid work’s effect on real estate assessments and revenues (drastic effects are predicted for cities and suburbs; reassessment contests and challenges to nonprofit tax exemptions in collaboration with school districts and counties advisable)
  2. Insurance premiums for section 1983 coverages (no easy answer; secure independent consultant)
  3. Landlord-tenant licensing (update ordinance in light of Commonwealth Court decision)
  4. Practical approaches to Prevailing Wage after Ursinus (conduit financing by governmental entities confirmed as exempt)
  5. Form-based zoning (focus on the architecture and form of the completed project rather than the project’s use)
  6. RTK reforms (Philadelphia Solicitor to provide a checklist of needed reforms)
  7. Firearm regulation (litigation unending)
  8. Act 111 reforms (omitted)
  9. Short-term rentals (definition of “short term” critical)
  10. Rezoning industrial or commercial for residential use (omitted)
