I'm putting together a comprehensive WIOA reauthorization recommendations letter for WEI and will share as soon as I can. From the Gates Foundation work we've done this year, I have about a dozen suggestions - some WIOA-wide (e.g., a separate title for cost-allocation, a reframing of the deficit based 'individuals with barriers' language) and some specific to title II.
