Municipal solicitors:
You should have received information on the Pennsylvania Municipal League Annual Summit in Gettysburg October 3 to 6, and on the Solicitors' Session, to be held on Friday, October 4, from 1:00 to 4:00 PM. Once again, our Steering Committee, composed of solicitors from large and small municipalities in the Commonwealth, has identified a number of topics that should be of great and immediate interest.
The format for the Solicitors' Session is open discussion with a leader designated to introduce the topic and provide brief background. Thereafter, we open the floor to a general discussion. Participation has been very active in the past and there is no reason to think that it will be any different this year. Most of the discussions have required 10-20 minutes each.
This year's topics currently include:
Small cell facilities (Amy Sturgis)
Cyber attacks (April Doss)
Act 47 (Kris Gazsi)
Plastics for single-use consumables (Joe Bresnan)
Traffic impact ordinances (Joe Bresnan)
Retaining wall responsibilities (Matt Kloiber)
Arbitration in local government contracts (Joe Bresnan)
Regulation of short-term lodging (Matt Kloiber)
Business privilege tax of segments of the activities of nonprofits (Scott Holbert)
Act 511 litigation (Jessica Eskra - tentative)
PLAs (Bill Warren)
If interest in a particular topic is strong, we may extend the discussion on any of these topics. We may minimize or drop topics that have less interest. If time permits, we may open up discussion on these additional topics:
Stadium advertising
Police officer witness fees
RTK reform
Pa. Supreme Court's standing decision in the NRA case

Continuing Legal Education credits are expected to be offered.
