According to https://support.apple.com/en-us/HT210239 Apple devices will
only be affected by the 2019-04-06 WNRO on 2019-11-03.
I wonder if there other devices out there that also have "delayed action"
issues from WNRO.

Hi
Most modern devices have “delayed” rollover. There is some magic week number
embedded in the code. Usually it’s the week that the firmware is finalized. Anything
before that week number is assumed to be in the future.

This will affect most of the receivers at different date, the only solution is to use a gps simulator to test the cut off date.
