There is a Pemex oil refinery nearby about 2 miles away to the east of MCB.
It used to be a problem.  However they have installed "scrubbers" on the
stacks and it has essentially eliminated the problem.  I do have my boat
washed twice a month though.

The refinery is going to be relocated about 10
miles north out by the La Paz airport at some time in the future.  Facilities
are under construction now.  But when that will happen quien sabe.

If you
read the article by Pat Rains in a recent SEA magazine she talks about
"hurricane holes" on the West Coast of Mexico.  She specifically mentions
Marina Costa Baja in La Paz as a good one and the only one in the vicinity of
La Paz.
