Thanks to Keith for this information and web sites.

I certainly support the Saxon Bill and less boater pollution.  I see rare
enforcement of the current discharge regulations and repeated pollution by
boaters.

However we do have to realize that current type I and type II M S D's will
become  obsolute in a year after passage.

The current standards for a type I MSD (Electrosan type) are:  "The effluent
produced must not have a fecal coliform bacteria count greater than 1000 per
100 milliliters and have no visible floating solids. "

The proposed standards: " The revised standards shall require a baseline
effluent water quality for fecal coliform of not more than 10 fecal coliform
per 100 milliliters and shall require a reduction in biological oxygen
demand of at least 35 percent."  Although it is not stated, this implies
that there will be very low levels of suspended solids. Plus the number of
coliform bacteria will have to be reduced 100 fold!  The discharge water
will have to be basically clear.

Peggy Hall's points are well taken.  I suspect that this new technology will
be very expensive for the consumer and probably beyond the means of most
people who currently can afford a MSD I like the Electrosan.  At least the
MSD I is better than discharging raw sewage.
